Surging blow off valve noise on a diesel?!?

Had an interesting diagnostic day today. Ive had a P0299/ ETC light issue on my diesel Jeep that Ive narrowed down to the electronic turbo actuator. (I think) Anyways, I drove it around after trying one last thing before I send the actuator out for a rebuild... and I heard what sounds like a BOV surge.

Now first of all, diesels usually dont have throttle plates and thus no need for a BOV. So what the hell is this?!?

I took a video at night while brake torquing, listen and let me know if you have any ideas/ an explanation.

check the pressure side hoses for leaks (especially at the clamps) I had a Pontiac Grand Prix with a turbo - it made a similar noise, and that was the solution
