I think they was referring to the whole computer case.
In the realm of passive cooling computer case this is indeed small, see Zalman's attempt at it.

Anyhow, this is early announcement, so to be taken with a spoonful of salt.
 
Yes, it's so small they didn't have room for the internal power supply:

To achieve these compact dimensions, the designers had to ditch the machine's internal power supply in favor of an external one, but it also means that the unit is claimed to weigh a mere 1.5 kg (3.3 lb).

Sounds like they are fixing a problem that does not exist.
