C4 Throttle Cable

What is the deal with the throttle cable in this picture? It goes towards the back of the car and then turns to go into a box next to the left tire.

Someone explain to me what I'm looking at.

Is that the thing that pushes back on your accelerator pedal if you lose traction?

Yes, the pedal pushing back was to signal the driver that the ASR system was taking over. It actually works like any other system like that, retarding timing, closing throttle and controlling the brakes.
