Procedure for replacing rear parking brake springs

I think the solution for this situation is to have slip fit wheel bearings, when you need to access the e-brakes just losen the big nut, slide the spindle out, do the work, the tighten 'r back up to 100Ft lbs. Easy for me to say....

Here we go with the slip fit the rear wheel bearings again!

That is a completely different debate in its self and I will side with the group saying don't do it.
 
Just take an old screwdriver and as already suggested, use a cutoff wheel to notch it similarly to this:

I just used a hook.
