Need Help Understanding This Tool

Here is one more tool I found in Dad's garage. It is some type of valve spring tool and is marked "K-D No. 700". It has a patent number that dates back to 1936 and assigned to K-D by Kulp. I found a few references on the internet but nothing specific. There was one reference that the tool is for flat heads only. Others mentioned WWII era flat head Jeeps. I also found a photo of a WWII Army issue valve spring tool that looks similar so it could very well be just for those Jeeps.

Anyone know any more than that? Could this tool be useful on any of our more modern vehicles? Appreciate any help.
